Title: Rule 9.3.8 pen

Penalty enforcement for this foul is listed on page 70 of the 2018 rules book states "Art. 8 Illegal Block -(S43), live ball foul, 10 yards from previous spot. Should the previous spot portion of this penalty be stricken from this penalty definition? Would this foul now be considered a tack-on exception should R be next to put the ball in play?

Yes, it's tack-on.

No, they shouldn't revise it.  The tack-on rule encompasses all fouls during a kicking loose ball play.  No need to explicitly state that for every penalty.
