AR 9-4-1-II gives me the result. Safety. Fine...
I'm trying to find something in the rules that support that.
9-1-4-Penalty gives me no enforcement spot so we go 3-and-1, and we have PSK enforcement.
2-25-11 tells me if the kick ends in B's end zone, then PSK is B-20. So we should enforce 10 yards from B-20 and give A the ball (???)
Where in the rules does it say safety?

Ok... I messed up basic spot and spot of the foul...
So PSK is basic spot and it's B-20. Spot of the foul is B's end zone, which is behind the basic spot so enforce from the foul. Safety.
Right.
Now, a twist.
What if this field goal attempt is the last play of the game? Can we use PSK if B won't be the next to put the ball in play?

Why do you say B would not next put the ball in play?

If this is the last play of the game, would that be relevant? If there is no time left on the clock, would, by rule, B still put the ball in play next?
-
If A declines penalty, game over, because time has expired.
If A accepts the penalty, the period must be extended, so B would put the ball in play by a free kick from the B-20.
