Title: Free kick foul by R

Free kick from the 40.  While the ball is in the air,  R has a block below the waist at the R 45.  Kick goes into the endzone.  What is the enforcement?

Previous spot. Rekick. Obviously PSK doesn’t apply because it’s not a scrimmage kick.
