Maybe if people were to think about the good of everybody instead of their own selfish interests, we could have beat this thing months ago. Instead, that didn't happen and here we are today. Maybe this time people will listen and realize that it's not about inconveniencing you, it's about helping all of us.

Also, does this lockdown have different enforcement under NCAA rules?

It’s not the NCAA rules themselves, but I think what you are asking is whether the order applies to colleges as well

I travel an hour from here to the "big city" 100K population and the people there wear masks like I have never seen.  It's rare to find anyone not wearing a mask.  Their positive cases cases have been steadily climbing daily.  It's just the opposite here in the "small city" 10 K population.
