What is the best way to simply/explain to a rookie white hat official the penalty enforcement yardage on fouls? Got a young crew that I am trying to help out.

Start with the all but one principle. All fouls are enforced at the basic spot except one. A foul by the team that has the ball behind the basic spot. Then, give him a list of the exceptions to that rule.

If you're trying to look for a way to memorize the yardage of each foul, my advice is to memorize the 10 yard fouls, since the 5 and 15's are pretty self explanatory.  The 5's are mostly procedural and minor in nature.  The 15's are usually safety fouls like personal fouls or unsportsmanlike + pass interference.

So if you don't remember the yardage, if you know it's not a 10, the choice of 5 or 15 is pretty easy based on common sense.

IMHO, when breaking in a new white hat, pair him with a veteran umpire. The ump will have a good working knowledge of penalty enforcement from his many journeys measuring off such. Have the rookie review with the vet before going to the PAD (penalty acceptance dude) to offer choices.

Good advice.  We always try to have a veteran U with a newer R or a veteran R with a newer U.
