Team A is leading by 9 points late in the game, inside 4 minutes with clock running, and B is out of TO's.
1. A QB simply lets the play clock run out and gets a DOG flag.
2. Very next play, just before the play clock will run out he turns and says something to his RB who immediately starts forward into the line. Flag down for False Start.
What play clock and game clock options do we have for these 2 fouls?

Well first the game clock shouldn’t have ran after DOG. So it should have already been stopped for the false start. 3-4-3i, unless B declined the delay of game.

Play 1- Game clock on the snap, play clock :25
Play 2- ditto
Nothing made the game clock live after the DOG foul was enforced.

Would there have been any difference if the False Start happened 1st, then the Delay Of Game?

Yes. The clock would start on the ready after the FS, and on the snap after the DOG. Of course, if the clock is under 2:00, B would elect to start on the snap in either case.
If the R feels that A is trying to “game the system”, he can unilaterally hold the clock until the snap.

Remember, guys, an accepted DOG is always started on the snap regardless if its the first or last play of the game. Several proposals have been made to cover a DOG with 3-4-6 (ref's choice) but has never came close to passing.
