How is it that 7-2-5d is a five yard penalty for illegal numbering?

I imagine it is an editorial error. The only foul you could conceivably have is Encroachment.

Simplest answer is that it's probably a lot harder editing a rulebook than we think. Especially with Sections, Articles, Subsections, etc, etc, etc. It happens with other technical books as well.
Go ahead and point it out to the editor and they'll probably correct it for next year.

i went back to the 2020 and 2021 Rule Books and the wording is exactly the same. Are we missing something here or has this 'error' gone unnoticed for a long time?
