Wow. Some of these situations sound very familiar. Almost like I'd just seen them in a video, or something...
I wonder if I have paid good enough attention.
1. 1/10 @ B-30. A83 is lined up on the line inside of receiver A88 and is covered up. A12’s legal forward pass is caught by A88 at the B-10 where he is downed. A83 ran his route on the play and was at the B-20 when the pass was released.
RULING:
A, 1/15, B-35, ready (25).
A83 is an ineligible player downfield. 5-yard penalty at the previous spot and repeat the down.
2. 1/10 @ B-30. A83 is lined up on the line inside of receiver A88 and is covered up. A12’s legal forward pass is caught by A88 at the B-10 where he is downed. A83 took one step downfield and then peeled back and was at the B-33 when A12 released the pass.
RULING:
A, 1/G, B-10, ready (40 and running).
No foul. A83 was never more than 3 yards downfield before the pass was released.
3. 1/10 @ B-30. A83 is lined up on the line inside of receiver A88 and is covered up. A83 took one step downfield and then peeled back behind the line. QB A12 surveys downfield and can find no receiver open. A12 (no duress) dumps the ball out to A83 who catches the ball at the B-33 and runs to the B-10.
RULING:
A, 2/15, B-35, ready (25).
A83 is an ineligible player who intentionally touches a LFP. This is ITP, and the penalty for 2022 is 5-yards from the previous spot, plus LOD.
4. 3/10 @ A-35. Ineligible lineman A70 runs to the A-39 and does not make contact with an opponent. He circles toward the flank and returns back across the neutral zone before A12 throws a legal forward pass to A88 who makes the catch at the A-45 and runs to midfield.
RULING:
A, 3/15, A-30, ready (25).
A70 is an ineligible player illegally downfield, because he was more than 3 yards downfield before the LFP was released. The penalty is 5-yards from the previous spot, and repeat the down.
5. 1/10 @ A-6. QB A12 retreats into the end zone and then passes forward to ineligible A70 who is in his end zone as well. A70 touches the ball as he attempts to catch it, but the pass falls incomplete. A21 was just behind A70 when A70 touched the pass.
RULING:
A, 2/13, A-3, snap (25).
A70 commits an illegal touching foul. Although the foul is in his own end zone, the penalty is 5-yards (1/2 the distance) from the previous spot, plus LOD. There is no possibility of a safety for this foul, by rule. And there is no ING, as A21 was clearly “in the area.”
6. 1/10 @ A-6. QB A12 retreats into the end zone and then passes forward to ineligible A70 who is in his end zone as well. A70 catches the pass in the end zone and is downed after having advanced to the A-10. A21 was just behind A70 when A70 caught the pass.

A70 commits a foul for illegal touching; however, the penalty will be declined, as the result of the down is more advantageous to Team B.
8. 1/10 @ A-35. Eligible receiver A88 is running a pass pattern near the sideline. As a legal forward pass comes toward him, he accidentally steps on the sideline at the A-45, leaps, muffs the pass into the air while airborne, returns to the ground inbounds, grabs the ball and lands on his knees inbounds at the A-48 with the ball firmly in his possession.
RULING:
A, 2/10, A-35, snap (40 and running).
This is just an incomplete pass, because, when A88 touched the ball while airborne from out of bounds, the ball has been touched by a player out of bounds. This is not a foul for illegal touching, since A88 had not yet 're-established' after going out of bounds.

Isn't this also ITP as an ineligible player (who is also downfield) catches the ball. Can we flag for both and ask the defense for 1/15 or 2/10?

Not the best written question, but the pass was caught by A88, whom we ‘interpret’ as being the end. He was the eligible receiver that caught the pass. So, no, not ITP. A83 was inside of A88, and on the line, so he was IDP, since he was 10 yards beyond the NZ when the pass was released.

Hi, did they change the illegal touch enforcement in 2022-2023?
The previous rule for initial ineligible players was a 5-yard penalty, but no loss of down.

Yes. Illegal touching of a legal forward pass is 5 yards from the previous spot, plus loss of down.
