The wording on this rule should end at the comma. According to 3-5-2a, any player can call a timeout. How is this so if only the field captain can communicate to an official?

This is a vestige of the time when only captains could communicate penalty decisions to the referee. Nowadays, many teams use the designation of captain as a sort of reward for — whatever — and their only function is to walk to midfield for the coin toss.

I can't remember any game in the last 2-3 years when the Head coach would allow any player to call timeout....
Me: "Coach, who calls timeouts for your team?"
Coach: "Me."
Me: "So, what if a player asks for a Timeout?"
Coach: "Don't give it to him!"

It would make sense for the QB to call timeout late in the half or game during the 2 minute drill. That said, I'm not a coach.

Yeah, you probably don't know what kind of QB he had to deal with...
I've only had one coach in the past 10 years tell me "My QB can call timeout."
