Just a thought considering PSK enforcement. Illegal substitution and participation fouls at the snap are not included but has anyone ever thought of illegal numbering? To me it’s the only other foul at the snap, other than a non-player foul that the defense can commit. Can anyone give rule support why this foul, (illegal numbering) would not be considered a PSK foul.

Probably just 10-4-2-a - The basic spot is the previous spot....a) for a foul which occurs simultaneously with the snap.
It would seem to be for the same reason that the fouls for illegal substitution and illegal participation fouls that occur at the snap are not PSK. Illegal numbering just isn't listed. Good catch.

The only illegal numbering B/R could commit would be 0 preceding another digit like 00 or 09 etc. I doubt this would ever happen.

2 #20's should qualify! 0 preceding any number or 00 would fall under illegal equipment.
