This has been beat around the bush plenty. We were having some discussion and Rule 8-3-6a was entered. My question; How can a penalty by K be obviously declined when they can take the result of play,(an unsuccessful try) and have it enforced at the succeeding spot? To me there needs to be some clarification here or toss 8-3-6a out. Thanks as always and have a great upcoming season.

Which team will "be next to put the ball in play" following a try down?
That's R's decision, per 8-4-9. Can they elect to kick and have the foul enforced from the succeeding spot? Obviously, that contradicts 8-4-6a, so the answer should be "No"... but what if? Maybe?
