When you have a player who consistently tackles with extreme enthusiasm where he picks up the ball carrier and "plants" him, sometimes head first, would you after an initial warning, flag for unnecessary roughness if he does it again? Or would you flag it the first time it happens.

Its judgement call, but if he literally picked him up off the ground and then drove him back to the ground, sounds like UNR to me. No warning. LIft him off the ground and then just falls with him to the ground, probably not.

If he's picking up the ball carrier, not just hitting hard enough to take him off his feet, and "body slamming" professional wrestling style, that's an immediate flag on my end. No warning here.
If he clearly drops him head first, either recklessly or intentionally, I would support an ejection for a flagrant foul. I'd have to see it to be sure, but that's not a move that has any place in the game.

Agree completely. If you don't flag that immediately, you risk retaliation by the other team, and that's a surefire recipe for losing control of a game.

Second your agreement. Obviously it all depends on "what you actually see", in this specific situation, but excessive and/or flagrantly excessive behavior MUST be handled immediately. The difference between "excessive" and "flagrant" is YOUR decision to make and should be determined by what YOU have actually observed
