It depends on your chapter. We use foul reports for film evaluations, but the coaches do get a copy of the foul report. If you get video of your games it is good to have the foul report so you can do your own self evaluation. You can even add a description of what you saw on the foul report and then when you watch the film, see if it matches.

Not by TASO. But as Jason says, your chapter may require foul reports to be submitted.

I can only advise regarding the Houston Chapter. If a crew wants to be considered for Chapter playoff assignemnts (exclusive of Coaches' selections), completing foul reports are mandatory. The games/fouls are graded (CC,IC, NS) by SME's (current and ex College Officials). The crews' overall grades are then compiled and crews are rated at the end of the season in terms of the best overall grades.

Our chapter uses an online system where the fouls are entered and then the report is emailed by the system to the coaches. Most crews do this the night of the game or the morning after. We also use the functionality to mark the play numbers where fouls occurred when/if the film comes in. When a crew is evaluated, this helps the evaluator.
It is also a great way to look at fouls over the course of a season. Great data.
