Title: Roughing the kicker

4/10, A-25, 7:42 (1), A=3, B=7.
Immediately after A11 punts the ball legally, the ball deflects off of airborne B99’s fingers (i.e., the ball is blocked) and falls to the ground behind the NZ, and 10 yards toward either sideline. B99 flies past A11 without contacting either A11 (or holder A88, if this was a place kick). However, B75, having also leapt into the air to attempt to block the kick, crashes into A11 before A11 (or holder A88, if this was a place kick) can get his kicking leg back on the ground and regain his balance. As a result of the contact by B75, A11 falls to the ground (or A88 is contacted forcibly). Players from both teams scramble to recover the ball, which is eventually recovered by B62, at the A-20.

Ruling:
A, 1/10, A-40, snap (25).
B75 committed a Roughing the Kicker (or holder) foul, since, “7. When a player other than the one who blocks a scrimmage kick runs into or roughs the kicker or holder, it is a foul.” The proximity of a player to the point at which a kick is blocked is immaterial. The fact that the kick was blocked is immaterial for everybody except each player that blocks a scrimmage kick.

Don’t be confused by other rule sets. If you block the kick, you may legally run into/rough the kicker/holder. Otherwise, don’t hit them while they are the kicker or holder, as they are defined.

Good reminder, but I’m very confused by this punt play with a holder. :)
