Title: Change of possession with double fouls?

A has the ball on A40. A's pass is intercepted by B at A's 45. B returns interception for a TD. On the return we have a block in the back by back by B at A's 35 and also a face mask by A at A's 25.

Since penalties were after change of possession they offset and TD good?

Nope.  B has a choice:  They can keep the ball by declining A’s facemask foul and having their foul enforced; 1/10 at the A-45 (most likely outcome).  OR, they can choose to have the fouls offset and replay the down.

In neither case is the TD going to stand.

Agree.  Also - even if A's foul was before the change of possession, as long as B's foul is after the COP it's the same result.  B can keep ball by declining A's foul.  (Clean hands rule)
