Georgia #7 is flagged for targeting, and the call is overturned after review. The referee’s announcement was: “After video review, there was no foul for targeting. A video review inside of 2 minutes also includes a 10-second runoff. Georgia has elected to use their second time out to prevent a runoff.”
While I’m sure they got the rule right, why is there a zap-10 provision in this scenario? It wasn’t their fault that play was stopped, since all targeting fouls are reviewed.

Thanks. I obviously don’t read all the NCAA threads, since I don’t work games under that rule set.
