Goodness. It does look like he lined up just inside the numbers so that's at least fine. If the play is allowed, need a UNS for using the substitution process with intent to deceive. That's an automatic.

However, there are some significant mechanics breakdowns here. LOS needs to go into substitution mechanic and get on radio if needed. R and U need to follow and prevent the snap. If the snap still occurs before it can be stopped, shut the play down as the defense was not provided the opportunity to match up. If first such event, warn, otherwise a UNS is appropriate.

The deep wing should be notice this and be alerting the crew of the sub, not just the wing.  (I don't think there's a B here, I think they are using crew of six)

Correct, i assumed it was five where B should help as well, but it looks like a six man crew.

The editorial change for this year "This includes any hideout tactic with or without a substitution" makes this call very easy to me. I wouldn't go with stop the snap, I'd go straight to UNS for this, but would support holding the snap ie. killing the play as no way a U or C could be able to prevent the snap.

This is definitely using the substitution process to deceive so it should be a UNS.  If Connecticut uses Federation rules/mechanics which I believe they do, there is no substitution process that you would notice on a film.  The defense does not have to be given the opportunity to “match up” so there is no “iron cross or equivalent."

This should be handled with sub mechanics until the defense recognizes and covers the WR.  Easy.

That applies in NCAA game but this was a game played under Federation rules.

That is unfortunate. Perhaps the sub rule is another leaf that NFHS should take from the NCAA book, to avoid situations like this.
