Title: Enforcement Question

1st and 10 from B's 48. QB A10 drops back to pass but is flushed out of the pocket towards the sideline. While the QB A10 is scrambling for his life, receiver A25, who is running a crossing route at the B43, is blown up by a B linebacker. The LJ calls a PF against the B linebacker. After the hit on A25, the QB completes a pass to receiver A11 for a 13-yard gain. Is the enforcement from the previous spot or is it tacked on to the end of the run by A11?

Loose ball play and the foul is beyond the previous spot.  Previous spot enforcement.

Starting point for deciding correct penalty enforcement is in the definition at Rule 2-33.  As noted this is a forward pass therefore a loose ball play.
