Title: Illegal Participation?

1/10 @ A-30. Defender B21 is airborne near the sideline when he gains firm control of a legal forward pass and lands with both feet inbounds at the A-45 and is down. When B21 jumped, his left heel was out of bounds.

a. B, 1/10 @ A-45, Snap.
b. A, 2/10 @ A-30, Snap.
c. Illegal Touching by Team B. A, 1/5 @ A-35. Ready.
d. Illegal Participation by Team B.  A, 1/10 @ A-45. Ready.

B.  The pass is incomplete as B21 is considered to be out of bounds until he reenters the field.

Stripes50 nailed it  aWaRd . Until B21 returned to Planet Earth, he can't be inbounds as he disembarked from OOB turf. Unless deamed intentional, B can go OOB and return without  ^flag. Consider a defender missing a diving tackle, sliding OOB , poping up and remaining to participate.
