Well, Q2 and Q3 further confirm that we are to ignore illegal advances by players who advance the ball after completing a fair catch, or a catch after an invalid signal. Then get rid the rule.

I would only realistically call this if the player gives a valid fair catch signal, catches it cleanly, and still runs with it. Plays where there are invalid signals or the ball touches the ground, although by rule a foul, I personally wouldn't call.
