Offended team gets to decide clock status the last 2 minutes of the 2nd and 4th quarter ( if the clock was live). Had a 3rd down play...Live clock, delay of game on the offense. Clock stopped at 2:01. Defense trying to get ball back but with clock at 2:01 they don't get the option. Is the only option to wind the clock at the ready and let them burn 25 more seconds off? Unless you were to rule the DOG intentional, where you could start the play clock at the ready.

HUH? DOG clock is dead. Period. Why would defense want anything else anyway?

Let's change your example to a false start since DOG is always on the snap.
You have the authority to go on the snap at your discretion. If the offense is going to gain a timing advantage by fouling, go on the snap. Don't let them drain another 25 seconds of game clock.

Clock changes can only go one way. You can go ready to snap, but not snap to ready.

Would be a good idea to read and understand Rule 3-4. Only a bit over 1 page long but answers most game clock questions.

The offended team can always choose to slow the game down by taking a clock that would run and starting it on the snap.
The offended team can never choose to speed a game up by taking a clock that would be stopped until snap and making it run.

The clock ALWAYS starts on the snap after DOG in FED. No exceptions or options.
3-4-6 gives the referee broad authority to wind the clock or start it on the snap, even if it contradicts the normal protocol for the situation, to prevent timing manipulation. But that’s not applicable here.

There is a scenario where 3-4-6 could apply to a DOG foul....
SCENE: Late in a still winable game, B's coach watches the clock run down and is out of timeouts. Being an UMaine grad, he realizes a request for a coach/referee conference would stop the clock and he could charged with a DOG (3-6-2c) and the clock would start on the snap (3-4-3i)
CONFERENCE : The coach asks the ref if Bubba's devorced mom is dating anyoune ???
RESULT : The referee,being a Harvard grad, informs the coach that he is applying 3-4-6 and, after 5 yards ^flag, will start the clock on RFP. 8]

EPILOGUE: 3-4-6 can be applied to any situation . Note 3-4-3e states a legal or ILLEGAL forward pass is incomplete. Most of us would probably apply 3-4-6 if an IG foul occurred to conserve time.

3-4-6 states "When a team attempts to conserve or consume time illegally, the referee shall order the game or play clock started or stopped."
There are two things here to understand and follow:
1) the word "illegally" means there should be a flag and penalty yardage.
2) ...the referee shall (not may or should) order the game or play clock started or stopped.
In other words, flag and penalize the act that is attempting to gain an unfair timing advantage.

Also, 3-4-6 is not just the last 2 minutes.
