Title: Replay Question

A’s ball 3/7 from the B-25.  A80 muffs A17’s pass at his waist, but gains control just before the ball hits the ground at the B-22.  The wing official blows his whistle and signals incomplete.  Replay buzzes down, and the call is reversed to a catch. A is awarded the ball at the B-22.

Why was this not ruled an IW, with A given the option to replay the down?

You don't have IW with replay.  Replay just fixes it the best that they can.  Catch, no advance.
