Title: Shift and motion becoming false start

Didn't Shaw send a bullitin about illegal shifts converting to false start? I can't seem to find it, or I may be dreaming.

Sorry I did not give the play situation.
Team A comes to the line and all players stop for 1 second. Then 2 backs shift to the other side of the formation. 1 player stops and the other stays in motion. Illegal motion, does it convert to a false start at the snap?

Not illegal motion, but illegal shift. Not FST since all had been set.
