Saw this play in a recent High School Playoff game. I seem to recall a college buletin on this saying this was definitely a UNS foul but couldn't find the bulletin on it so wanted to post here to get feedback and confirmation if live-ball UNS or not?

As much as I, personally, abhor the showboating, in today’s environment, this is ‘nothing.’ The BC kept running, without slowing or altering his stride significantly, and neither he nor his teammate did what they did right in the face(s) of opponents. Not something we would have let alone in the 70s, 80s, 90s, but times have changed.

I agree this is definitely not worth flagging. I had two players do this one time in a six-man game, and come to find out, they were brothers and the younger one scored, and his brother was the one running with him and high-fiving him, it might have been his first HS score, can't remember. But, it was momentous to them, and nobody took offense. Glad I passed on it.

For some reason, couldn't see the link you provided, but either way probably couldn't hear any ancillary conversation between players, which can also add to the covering official's perspective, and judgment. It's also possible this was not the first "problematic" exchange with this player, and he had already been warned.

Under the current NCAA rule, if you’re going to take a touchdown off the board for UNS it better be a no-doubter. This one does not rise to that level.
Unfortunately the NCAA made officials the bad guys when they changed UNS to be a live-ball foul many years ago. The consequence has been that actions that may be illegal by the “letter of the law” are now better off being passed on by philosophy so as to not get in the crosshairs of your coaches and coordinators.
Making sportsmanship rules more punitive (e.g. by changing UNS away from always being a succeeding spot foul) almost never has the intended effect. If anything it usually results in LESS enforcement by officials.
