Change A88 to B88. Still available, correct? A would likely decline the runoff if they were behind in the score, but would still be an option.

Yes, the 10-second subtraction applies equally to both teams.

Also, A will not take the runoff but would elect to have the game clock start on the snap (tied or behind).

If they decline the runoff, the clock will automatically start on the snap.  No option.
