(Include possession, down, distance, yard line, time, period, score, foul (as applicable), play clock duration, game clock status).
2/5, B-45, 5:00 (3), A=14, B=17.
A11 advances to the B-31, where he is forcibly contacted by B80 with the crown of his helmet (B80 lowered and lead with his head) causing A11 to fumble at the B-30. B99 recovers at the B-30, while lying on the ground.

Ruling:
The natural result of the play is B recovering the loose ball at the B-30. However, since B fouled during the run, even though B recovered, they cannot keep the ball. B's foul is 9-1-3 Targeting, and B80 is disqualified. The foul will be enforced 15 yards from the end of the related run (the 31). It will be A 1/10 at the B-16, PC 25, GC ready.

Very close. Check your answer and see if you see anything wrong. I will say that I was mostly interested in the game clock starting on the referee’s signal, which you got. But there is some else.
-
End of run is 30, not 31, going to the 15.
