What answer do you have and why? I don't believe the correct answer is here.

Free Kick @ A-35. B44 signals for a fair catch at the B-45 but the kick goes well over his head to the B-15 where
B22 signals for and completes a fair catch. While the kick was in-flight, B44 blocked A33 at the B-45 to slow his
advance to cover the kick  Ruling.

Team B 1/10 @ B-20.
Team B 1/10 @ B 7 1/2.
Team B 1/10 @ B-5.
Team A Free Kick @ A-45.

Illegal block by B44 for giving a fair catch signal and then blocking after not touching the ball.  Penalty is 10 yards from the spot of the foul. Team A will decline this penalty and it will be B 1/10 @ B-25 , snap.

Suppose they don't decline it, then what would you have?

If it was enforced, it would be B's ball from the B-35.  What am I missing?

I agree with you on both of your answers.  But, none of those were options on this quiz.  It's from a D1 conference and an official asked me about it.  Just seeing if anyone else could  convince me on one of the answer options that were given.

They might be thinking of answer D, which is enforcing the 10 yard penalty from the previous spot, which would be correct for any other foul by B during the kick, but this illegal block after a signal has its own enforcement in the statement of the penalty. 6-5-4

OK, so, firstly, the natural of the down is B, 1/10, B-25, because B22 completed a fair catch behind the B-25. B44 committed a foul for an Illegal Block after making a fair catch signal and not touching the ball. The distance penalty is 10 yards, and the enforcement spot on a Free Kick is the spot of the foul. If Team A accepts the penalty, Team B would have 1/10, B-35. If Team A declines the penalty, Team B will have 1/10, B-25.
Team A will decline the penalty.

Sad when these things are coming from that level.
