Define:

"hands on or near the ground"

Our discussion revolved around when a player is set???

Some lineman try to get into a 3-point stance, but their expansive mid-section gets in their way and their hand doesn't quite reach the ground.  Sometimes all that is touching is the fingers.

We were told if his hand is below his knee, it is "near" the ground.

Our discussion revolved around when a player is set???

"Set" does not equal "restricted".  If an interior lineman has his hand extended toward the ground, whether or not he is actually touching it, he is restricted.
