If there is offsetteing pnelaties on the last timed down fo the 4th quarter, time expires, do you replay the down?

Just be careful to make sure the penalties are accepted. How would you handle the situation below?
The game is tied late in the 4th Q and Team A with the ball on the B10 decide to kick a field goal. The kick is blocked by team B. The ball is recovered by B6 who runs the ball to the A10 before he is tackled. Team A had an illegal formation at the snap. During the run back team B blocked below the waist at the A5. Time expired during the play.

Lessee if my memory of NFHS is any good:
B: accept penalty, A will retain possession and gain another down. Or B declines the Illegal formation to retain possession. and nullify the offsetting penalties and replaying of down.
A: accept penalty BBW applied at A5, B allowed a down, or decline the BBW to kill the clock.
Both sides will decline penalties. Game over.

Isn't "last timed down" a NF term? I don't think it has the same meaning as "down in which time expired", which is NCAA-specific.
BTW, the correct term is offsetting fouls, not penalties. ;)
