Title: Enforcement procedure

The situation is: 2nd and 3 on team A 20 yards. A1 run and he is tackled by his facemask. He is fumble and A10 take the ball and run to the team B 10 yards where his tackled.
Where is the enforcement spot for the facemask: Fumble spot or the end of the last run??? I think the enforcement is from the end of the last run but on ours september test the answer is the spot where the fumble occurs.

The enforcement spot is the end of the related run. (fumble spot)

Team A will have to decline the penalty to keep the yards gained after the fumble.
