Did anybody see the Horse Collar call in the UCLA - Washington game about 11:00 in the 3rd? Looked like ran 10 yards to the side with his hand on the collar before taking him down. What happened to immediate and back? Looked like the R tried to talk him out of it, but he didn't back down.

There was also one in the Connecticut game last week where defender grabbed the back inside of the shoulder pads and he and the runner fell forward. There was a flag for an HC on that one also. I could not see how that one was called.

It's important to remember when calling HCT, that the runner does not have to be pulled "backward" although this is usually the net effect. The runner must be pulled down immediately.
I have not seen either play in question but if the ball carrier in the above plays was grabbed inside the collar of the shoulder pads from the back/side, it is possible to have a HCT if he is pulled immediately down regardless of which way he falls.
In the UCLA game, it is possible to be dragged along as long as the "pulling down" portion of the play by the collar is immediate based on interpretations of the philosophy that I have heard. Additionally, if a runner is strong enough to overcome the pulling down portion, it is still a foul if he remains upright.

The problem I had with the UCLA-Wash call was that another defender came in and made the tackle. Am I wrong to think that?

All players are prohibited from grabbing the inside back collar of the
shoulder pads or jersey, or the inside collar of the side of the shoulder
pads or jersey, and immediately pulling the ball carrier down.
If the player doesn't go down, there is no horse collar foul.

You would think....however we have an interp from Redding that says it is a foul whether or not he actually goes down and even if he fumbles before he goes down, he says it is a foul. I understand the concern over the dangerousness of this action but this rule has created great confusion and is NOT uniformly called around the country

Yes,
the actual rule just says pulled "down" would could mean a direction or it could mean down to the ground. Also, in the rules index, it's listed as a "Horse-Collar Tackle" and in the actual rule there is no mention of the word "tackle" and it's not even refered to as a horse collar.
