IMHO, if your entire Varsity team consists of only 17 players, you should probably be dropping football as a Varsity sport anyway.

Sounds like another example of "One size fits all" or "zero tolerance", which are both only excuses adults use to avoid making a decision that might involve some complexity, judgment and wisdom.

What's the lesson to all the students who adided by the school's rules?  There's not much point in following the rules and behaving rationally if a couple of jerks decide to act really stupid, and everybody has to share in the punishment.
