WR for Eastern Washington catches a pass goes 50 yards(?) for a score then climbs the wall beyond the EZ to high five the fans at that end of the field. No flag :!#
Maybe the officials were having trouble keeping there eyes open with that RED field

Personally I don't have a problem with red turf - I reckon it looks a darn sight better than Boise State's pitch.
But I definitely agree a flag should've been thrown there.

Not NCAA, but I saw all kinds of crap in the Florida HS Championships that would have been called during the regular season but weren't in the playoffs.

We've got nobody to blame but ourselves when this crap is allowed to happen. It has nothing to do with "youthful exuberance", and is simply a reflection of the lack of respect some people have for the game, their opponents and the concept of sportsmanship.
All you will ever accomplish by allowing (excusing, tolerating, ignoring, justifying) unsportsmanlike behavior is encouraging more of it.

I may be having an "oldtimer's moment" here but sure seems to me one of Dave Parry's videos has specifically shown a player doing the leap to the stands and he made it clear that should be penalized.

I recall that play that I believe was from a bowl game and Mr. P did specifically mention the "interaction with fans" was to be flagged.
So I don't think you are having a "moment."

I seem to remember it as well but can't place it either.
