The following House Bill will be debated today:

A BILL TO BE ENTITLED
AN ACT
relating to cognitive-linguistic assessments of participants in extracurricular athletic activities sponsored or sanctioned by the University Interscholastic League.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION1.Subchapter D, Chapter 33, Education Code, is amended by adding Section 33.093 to read as follows:
Sec.33.093.COGNITIVE-LINGUISTIC ASSESSMENTS OF PARTICIPANTS IN EXTRACURRICULAR ATHLETIC ACTIVITIES. (a) A student who is required under University Interscholastic League or school district rule or policy to receive a physical examination before being allowed to participate in an athletic activity sponsored or sanctioned by the University Interscholastic League also must receive a cognitive-linguistic assessment performed by an appropriately licensed health care professional before being allowed to participate in the activity, including a practice for the activity.
(b)A student who, after sustaining a concussion, is required under University Interscholastic League or school district rule or policy to receive a physical examination or obtain medical approval before being allowed to resume participating in or practicing for an athletic activity sponsored or sanctioned by the University Interscholastic League also must obtain a cognitive-linguistic assessment performed by an appropriately licensed health care professional before being allowed to resume participating in or practicing for the activity. The results of the cognitive-linguistic assessment must be considered as a factor in determining whether the student is to be allowed to resume participating in or practicing for the activity.
(c)The University Interscholastic League shall adopt rules as necessary to administer this section.
SECTION2.This Act applies beginning with the 2011-2012 school year.
SECTION3.This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution.If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2011.

This really should be an absolute "no-brainer" and should be passed in an absolute minimum of time! z^

Another cost for inner city schools that cant afford to hire coaches let alone pay for this.

A well intentioned idea but the main problem (as Coby cited) who is going to pay for this? Schools, budget cuts. Parents, laid off, no job. Booster club, some schools do not even have one.

Found this, indicates the test is $243.00 but does not include time for the "appropriately licensed health care professional"

Today we had the filer of this bill, Representative Eddie Lucio, in studio on radio and had some great discussion about the bill. The test will be administered on line and will cost $3 per athlete to take. UIL will be charged with deciding what sports are required to have the test.

Assuming the test will be proctored, who will do it? Is this a "take at home" type test?
