I too have had to ask, who is winning? Sometimes I have to even remind myself who is playing, because all I know for sure is one team is white and one is red.

The red hat is the TV commercial timeout coordinator. They signal the crew when a TV timeout needs to be taken. They also communicate how much time is left in the TV timeout and when the TV timeout is over.
