I saw this happen on TV and noticed that it was briefly mentioned on another thread.
During the Texas/OSU game on a punt, the Texas player called fair catch as the OSU gunners ran down the field you could hear them yelling at the returner in attempt to distract him. Would this be a foul under NFHS rules? As a side, is it a foul under NCAA rules?

I cannot find a rule that would prevent it, therefore by NFHS rules it's legal. Can't imagine how you could argue that it's KCI. Truthfully, to be close enough to yell an distract the receiver, you'd probably have to be close enough to physically interfere and thus draw the KCI call.

Yelling at a player is not a penalty unless it is falls under the unsportsmanlike conduct violations. The Kick-Catching Interference requires physical interference or face guarding.

Disagree. The NFHS rules entitle R to an "unmolested opportunity to catch the ball" (6.5.6D). If the covering official judges that the K player is close enough that the yelling rises to the level of molestation, then KCI would be the appropriate call.
