Title: Illegal Forward Pass?

This happened in our first round playoff game two weeks ago:

A11, a QB, drops back to pass.  He is flushed out of the pocket and he runs wide to elude the sack and looks like he is going to make a run for it.  Instead, as he is running forward, he plants his left foot just in front of the LOS and begins a passing motion.  By the time he lets go of the ball, his right foot is in the air about 1 yard beyond the LOS.

Would you call that?  Rule book says feet of the passer in or behind the neutral zone.  Does that imply that they are on the ground?

Just curious.

According to Case Book 7.5.1, Illegal Forward Pass.

7.5.1 SITUATION: Quarterback A1 runs wide and while near the neutral zone, decides to throw a forward pass. As A1 releases the ball: (a) his foremost foot is touching the ground in the neutral zone, or (b) his foremost foot is breaking the plane of B’s side of the neutral zone. RULING: In (a), it is a legal forward pass. In (b), it is an illegal forward pass because the location of the passer’s foremost foot was beyond the neutral zone. (7-5-2b)

Thanks.  Why didn't I check the case book?

Anyone know if the college rule is the same?  Taylor Martinez for Nebraska did the same thing this weekend and wasn't called.

In NCAA the passer's entire body has to be beyond the NZ when the ball is released in order to have an IFP.

NFHS, NCAA, and NFL each have a different rule regarding the location of the passer.

NCAA: Entire body beyond neutral zone when ball is released
NFL: Entire body and ball beyond the line of scrimmage when the ball is released
