How do we enforce Restricted Area penalties in NFHS?

Do we enforce from the previous spot, the dead ball spot?

Correct.  10-4-5 also provides that "the succeeding spot MAY BE the subsequent kick-off - at the option of the offended team - as in 8-2-2, 8-2-3, 8-2-4, and 8-2-5".  (One might ordinarily consider the try to be the succeeding spot - not the subsequent kick-off....) ^talk
