Why is it taking so long to prosecute this guy?

Complicated death penalty case. Since he is not pleading, the government has to have all its evidence straight (and there is tons of it). That took some time. Then his attorneys started asking for delays due to his medical condition (he is still seriously messed up). That is taking up more time. And to top it off, his attorneys are asking for all sorts of stuff which the government does not want to provide so those disputes take time to settle also. Looks like the judge has had his fill and is not granting any more continuances so it should start in early August, barring any bizarre incident which could happen between now and then, like when he gets his court-ordered grooming.
