It’s been a long week, but I was trying to take the Part II test online to get it knocked out.. and I am having an issue understanding/answering one of the questions and wanted to get someone else’s take…
If K1 holds R1 in K’s end zone to prevent R1 from recovering a blocked punt, it will be a safety if R accepts the penalty. (8-5-2c)
Looking at 8-5-2c, if I take out the section of the question that reads (from recovering a blocked punt).. then the question is a no brainer.. if K holds R in the end zone.. and they accept the penalty, it’s a safety.
However.. by adding the “from recovering a blocked punt” portion to the question, don’t they make it invalid? Rule 2-3-4c, says.. An offensive player may also use his hands or arms: “To push, pull or ward off an opponent when the ball is loose if he may legally touch or possess the ball if such contact is not pass interference, a personal foul or illegal use of hands.”
But by definition, illegal use of hands and holding aren’t the same thing…

You're over thinking. Given that it's a foul, what's the penalty?

Okay.. I figured that I was making it more difficult than it had to be.. it's a no-brainer on the accepted penalty in the end zone being a safety.
