Hopefully someone can post video of the play for discussion, but I'm not sure the shove was legal.

Shove is from the front, in bounds, before the receiver has passed the defender, and, as best as I can tell, before the ball is thrown.

Isn't the defender prevented from this type of contact when receiver occupies same yard line as him?

From this video. you really don't know if the ball has been thrown yet when the contact occurs.

My understanding is that once the receiver is even with the defender he cannot be interfered with.

At full speed, I couldn't tell if he was even yet, or not.

Very tough call at full speed but breaking it down by frame, Team A player beats his man with a out-and-up move and when defender realizes he's beat clean gives him the stiff arm to the chest when he's directly beside him. They're both on the same yard line and the receiver is actually in no position to be able to block the defender.
This one could probably have drawn a flag and been considered a correct call but again watching at full speed it's a tough one.

If the contact occurred before the ball was thrown and was deemed illegal per rule 9-3-4-c the penalty would be Illegal Use of Hands by the Defense, 10 yards.
