Question 1:
1. Fourth and 10 at the A-12. Late in the fourth quarter Team A’s punt is blocked and does not cross the neutral zone. A22 recovers at the A-10 and completes a forward pass to eligible A88 who is tackled at the B-40. When the ball is dead the game clock reads 0:06.
a. The ball is dead when A22 recovers it.
b. First and 10 for Team A at the B-40; clock starts on the snap.
c. First and 10 for Team A at the B-40; clock starts on the Referee’s signal.
d. Illegal touching by A22.
Correct answer is B, but I dont understand why the ball would start on the snap. The quiz references 3-3-2-d but I dont see that any of those provisions apply. There was no kick, so this is just a PLAY...forward pass completed in bounds, no fouls, why doesnt the clock start on the signal?

Of course there was a kick (it was blocked, but it's still a kick).....3-3-2-D-8. A kickplay doesn't have to have a kicked ball cross the LOS, it just needs to be kicked.

Brad, thanks for the response, I suppose I am getting confused between that and when we have a scrimmage kick cross the NZ to determine legal touching

The old adage "there's no kick if the kick does not cross the neutral zone" is misleading and incorrect. I think this is what confused you, too.
Only some kick play rules change depending on the crossing, most don't.
