4th quarter :08 left. Score 12-7, B winning. 4th and 10 on B24. Last play of game.
A3 throws deep 'hail mary' pass to A81 into endzone. A81 pushes off. B43 jumps up and catches the ball, but before B43 contacts the ground, A81, who is contacting the ground, touches the ball and maintains the touch to the ground.
EDIT: All players in-bounds, and no flag thrown for OPI. One team is Green and Yellow, the other team is Blue and Green.

Does B come down inbounds or OOB? Is A inbounds or OOB? Since B has the ball and A only touches the ball, I am ruling touchback if he comes down inbounds. This is tricky though. A ball is not "possessed" until a player has caught it. To make a "catch" an airborne player has to come down inbounds with the ball. It will be very difficult for me to rule this like a loose ball and say a player who is OOB (assuming the case with A until the case is clarified) and touching this ball is causing the pass to be incomplete, especially if B has that ball in his grasp and A is simply touching it.
This all a moot point. Either way B loses. Accepting the OPI is a loss of down foul and period extension by one down.
I'm curious to read others' opinions on possession/catch and an OOB player touching the ball when the player with the ball is airborne. This case sounds eerily familiar to the Pack/Seahawks game.

I need to proofread. There is NO period extension for OPI. It's a loss of down foul.

In Fed ball, given the parameters in your post- Interception by B43, B will accept the OPI foul by A81. If there is time remaining, 1-10 B at the B39 yard line. If not, game over.

How would you rule it if B is airborne and grasps the ball, and before returning to the ground A touches and continues to touch the ball?

If OPI is called, it also carries loss of down. A period is not extended for any foul resulting in Loss of down.

Yes, the referees in this high school game have never officiated above the 90lb pop warner level.

I think I'd flag the offensive team for slashing and give the defense a corner kick...

Why does B43 try to catch this ball. If he bats the ball down or outbounds behind him then he makes this call easy for everybody.
I blame B43 for screwing up this play. :)

A similar NFL play happened last year (Lions?). The defender batted down the ball and it was caught by a player laying on the ground. There is no sure way to coach this play.

I was so hoping for a fair-catch field goal try to win a game when the replacement referees were officiating. THAT would have REALLY incited the crowds! lol (It _IS_ legal in the NFL as well as NFHS, just not NCAA)
Especially if the option to have the free kick again after a live ball foul on 1st down is possible in the NFL. Imagine this. :04 left after Team A fair catches a punt on the A40. They throw a hail mary as time expires. Pass interference called at the B20. Spot Foul. Team A elects a free-kick fieldgoal from the B20 now.
