A21-B20. 58 seconds left in the 4th. A16 throws an interception to B22 as B22 is running he throws an illegal forward pass at the A45, which is dropped by B33. Can Team A elect to have a 10 second run off with the 5 yard foul?
Can you have a 10 second run off if the illegal forward pass is complete?

Yes (the rule applies equally to both teams, and intent is not a consideration), and no (if the pass is complete, the foul does not stop the clock, so the rule does not apply).

Absolutely. My mistake. Does not apply after a COP. Sorry about that.
It does apply equally to both teams - before a change of team possession.
