1st and goal or 1st and 10?

A has a long run to B's 4 yard line.  After the play A24 is flagged for an Unsportsmanlike foul.  Does A start 1st and 10 from the 19 or 1st and Goal from the 19?

Dead ball fouls, and live ball fouls that are enforced as dead ball fouls, are enforced before we set the chains UNLESS the foul happens after the ready for play.

Look @ 5.1.2 on page 39 in the casebook.  It says "In all cases it will be first and 10 for A unless it is inside the 10 yard line." 

How does that work in this situation?

Since the ball is on the 19 yl it will 1st and 10.

If you're moving the chains after a play, you have a new series of downs...

You will ALWAYS start a NEW series of downs 1st and 10.

If you are NOT moving the chains after penalty enforcement, this 1st down is a repeat of the previous 1st down, and NOT a new series. In these cases, you can have a 1st and 1, a 1st and 10, a 1st and 30.... Whatever it ends up being.

A tricky situation to keep in mind :
 (1) A ,in a hurry-up offense, gains a 1st down in bounds;
 (2) Chains are set, but A snaps before RFP;
 (3) DOG (3-6-2e), chains need to be reset to 1/10 after penalty. IMHO, 3-4-6 could be applied even with DOG foul.

The RFP is the key to all of this. DB foul before the RFP = 1/10. Dead ball foul after the RFP = 1/more, or 1/less, depending on which team commits the foul.
