Kick play, end of half, and 2 fouls

Here's an interesting play a friend sent me a few minutes ago.  What are B's options?

Team A is punting with 0:06 on the clock in the first half.  Team A has 5 in the backfield at the snap.  The clock expires on Team B's return.  After the play is over, a Team A player has a UNS.  What are Team B's options?

Repeat the down with both penalties enforced at the previous spot, extend the period.

Or,
Enforce both penalties at the end of the play, extend the period.

Or,
Decline the illegal formation and have the UNS enforced on the 3rd period kickoff.

That's what I had too.  He said the crew enforced the ILF at the end of the return and had an untimed down.  Then, they enforced the UNS on the 2nd half kickoff.   hEaDbAnG

Penalty Enforcement... 10-2-4 states penalties for ALL fouls by the kicking team other than KCI are enforced from either the previous spot or the spot where the dead ball belong to Team B...

So the ILF can be tacked on to the dead ball spot if B has the ball and you have an untimed down for Team B.  Then the Team A UNS can be added on to the period extension spot or taken to the 3rd quarter kickoff at B's option. 

Depending on field position B may decline the ILF and end the half, taking the UNS to the 3rd quarter.

The rules are not as clear as they could be in this issue, but AR 3-2-3 VII has a statement that would seem to cover this situation:
Team A scores a touchdown during a down in which time expires.  After the try ends, either team commits a dead-ball foul.
RULING:  The try may be repeated for an accepted penalty if a live-ball foul occurred during the try.  The penalty for the dead-ball foul will then also be enforced on the repeated try.  The period is not extended to enforce a penalty for a dead-ball foul.  If accepted, the penalty must be enforced on the kickoff to start the next period, or at the succeeding spot in extra periods.

The text highlighted tells us that, if there is an accepted penalty for a live-ball foul, all penalties, live and/or dead, must be completed prior to the next play, even if that play is in an extended period.  There is no option to then defer the penalty for the dead-ball foul to the first play of the next period.  The penalty for the live-ball foul must be declined to have the dead-ball foul enforced on the first play of the next period (timed or extra).  Bottom line:  When in combination with an accepted penalty for a live-ball foul, the dead-ball foul also gets enforced before the next play, period, whatever that play may be.  It may not be deferred to a subsequent play.

The lone exception to that may be the situation in which a teamís free kick restraining line would be behind its own 5-yard line (10-2-5-f).  But that would be one bizarre set of circumstances.

Good point on this... I'll do a little more research on it.  Things can get complicated... trust the ILF was BIG and worth throwing on.  cRaZy

Concur on the complexity of football rules - most complex in all of team sports.

Also concur on fouls needing to be big, regardless of circumstances.
