I ref football but my daughter plays soccer. She is a goalie and sometimes has problems with her gloves getting slippery. While at a tournament for her club team I asked an official about it. He said you can spray a substance on the glove as long as it is not hard, such as pine tar. We did find a spray pine tar to use. When she begasn top play varsity for her highschool, her coach said that any substance was illegal. Which is true, I don't have access to a rule book.

I don't think you're allowed to put any aftermarket stuff on the gloves, but I'm not 100% sure on that. There's a national soccer ref website I can send your question to, and see what they say. I'll let you know.

Got an answer about goalie gloves from the USSF:

The goalkeeper is allowed certain exceptions in the equipment he or she is permitted to wear. These exceptions for the goalkeeper are designed strictly for protection of the goalkeeper, who is often expected to dive quickly to the ground. Law 4 is meant to ensure player safety, not player superiority through artificial means.
There is no provision for the goalkeeper or any other player to wear artificial aids to enhance their ability to play. Therefore tacky substances on the hands or "sticky" gloves are illegal equipment and, if used, constitute unsporting behavior for which a caution should be given. The offending substance must be removed and offending gloves may be replaced by others that are not "doctored."
