Call/No Call/ Restart

In a recent game, the AR signaled for offsides. The CR waived him off as the ball rolled safely and uncontested into the keeper's hands. However, the keeper places the ball on the ground as if to take the kick and the offensive player, hearing no whistle, plays the ball. And he quickly plays the ball into space for a clear shot.
As the CR, what do you do? There was an infraction, but you waived the foul off, I assume, to advantage. The keeper, willingly, gives up the advantage. Does that constitute going back to the foul?
Do you allow play to continue since there was no foul called? Or, do you whistle the ball dead and restart w/ an indirect kick as if the foul is being awarded.

Goalkeeper's just had a short sharp lesson in playing to the whistle. Anyone that stupid deserves everything they get.

No, it wasn't me (thanks, Grant!). I agree with Pureheart. The only mistake here was the goakeeper's. With the ball being picked up by the GK, the center (correctly) waives off the AR. Once that flag is waived down, there's no infringement. The release from the GK's possession makes it a live ball again.
