Did the NFL rule for a free kick out of bounds within 20 yards of the kickers restraining line change in 2009?  The 2009 rule book seems to have deleted the section on Onside Kicks (6-3-1) that covered that foul.  The foul was included in the 2008 edition.  Rule 6, Section 3 of the 2009 edition is Enforcement of Fouls.  Are the kickers still required to re-kick an after the first illegal on-side kick?
