Can someone explain what fouls carryover at the close of periods/extension of periods in NCAAF?

There are a bunch of factors that come into play that could change the answer. Live ball or dead ball foul? Personal foul, unsportsmanlike conduct, or just a normal foul? Which period is ending? Was it a try or a regular down from scrimmage? Did the offended team score on the down?
